Panelists: Charly Carter: Executive Director of Democracy Initiative.
Barbara Norrander: Professor – School of Government and Public Policy, University of Arizona.

For more than 30 years Charly Carter has been an effective force for change in Maryland and a fierce advocate for working families and communities of color across the nation. As Executive Director of Maryland Working Families, she was a leader in the fight to end wage discrimination, raise the minimum wage, give paid sick leave to 700,000 workers and expand childcare to thousands of low-income families. As part of ACLU of Maryland, she led the campaign to win a record $1.2 billion to build 21st Century Schools for Baltimore’s school children. In 2014 she launched the New Leader Boot Camp, a ground-breaking program that trains newly elected legislators to work collaboratively as progressive caucuses.

Barbara Norrander has been a professor at the University of Arizona since 1990, with a Ph.D. from Ohio State University (1982). Her teaching and research focus on American politics with specializations in elections, public opinion and political parties. She is the author of The Imperfect Primary: Oddities, Biases, and Strengths of U.S. Presidential Nomination Politics, 3rd edition (Routledge, 2020). Recent articles include “Change, Continuity and Partisan Sorting on Moral Issues,” co-authored with Joshua Ridenour and Elizabeth Schmitt, The Forum (2019) and “Open Versus Closed Primaries and the Ideological Composition of Presidential Primary Electorates,” coauthored with Jay Wendland, Electoral Studies (2016).
